(a) Social services districts shall utilize all existing congregate and home-delivered meals programs available without cost, including title VII of the Older Americans Act.

(b) Except for recipients of SSI, persons aged 60 years or older and their spouses are eligible to purchase and use food stamps for home-delivered meals under the conditions outlined in department regulations. (See section 435.9[b] of this Title.)
