442.19 Child care services.
(a) Daily log.
A daily log shall be maintained by staff caring for children, which shall include medical information, disciplinary events, noteworthy impressions and other significant data.
(b) Dining arrangements.
(1) Child care staff shall be present at meal time with the children in their care and encourage healthy attitudes toward food and good table manners.
(2) Dining arrangements shall be primarily governed by the age level and physical development of the children served.
(c) Daily activities.
In addition to scheduled activities, each child shall have free time, opportunities for privacy and time for rest, as may be appropriate.
(d) Personal hygiene.
Each institution shall provide the program, facilities and training necessary for daily hygienic needs and for the development of sound habits and practices in regard to personal hygiene and appearance.
(e) Clothing.
(1) Appropriate and adequate clothing for the current season shall be provided for each child in care, individually selected and properly fitted; such clothing shall be of good quality, in current style and properly maintained.
(2) Children shall be permitted and encouraged to participate in the selection and purchase of their own clothing wherever possible and appropriate.
(3) Special care shall be given to the fitting and maintenance of shoes. Shoes shall not be secondhand.
(4) Discharge plans shall make provisions for clothing needs at time of discharge. All personal clothing shall go with a child when he is discharged.
(f) Staff of an institution will take all necessary steps to prevent any resident(s) from intimidating another resident(s), especially in relation to coerced physical and sexual activities. Where an incident of intimidation or coercive physical or sexual activity is discovered, appropriate actions to prevent the recurrence of such activity must be implemented and applied on a continuous basis by the institution.
