430.8 Utilization review.
(a) General.
Sections 430.8-430.12 of this Part establish the department's utilization review regulations for foster care and preventive services cases. These standards require that family relationships are sustained whenever possible, that each child's interests for sound and permanent relationships are protected, and that appropriate services are provided to every client. To these ends the standards provide that:
(1) every family with a child at clear risk of foster care placement receives preventive services to improve the family relationships and prevent the placement;
(2) only children who must be removed from their families in order to be provided proper care, nurturance or treatment are placed in foster care;
(3) children in foster care are placed in the least restrictive, most home-like setting possible; and
(4) every possible effort is undertaken to prepare each child and his family for the discharge of the child.
(b) All documentation required in sections 430.9-430.12 of this Part shall be recorded in the form and manner required by OCFS and specified in Part 428 of this Title.
