387.23 Food stamp employment and training program plans.
(a) Funding.
The commissioner will distribute to social services districts all or a portion of those Federal funds appropriated to New York State by the United States Department of Agriculture for the purpose of implementing approved food stamp employment and training plans. The methodology for distribution of such funds, as developed by the commissioner, shall consider the total number of food stamp work registrants within each local district, the amount of funds previously expended by the social services districts for food stamp employment and training programs, and/or other factors as deemed appropriate by the commissioner.
(b) Records and reports.
In order to prepare adequate notification and plans as required by section 387.10 of this Title, each social services district must:
(1) maintain an inventory of food stamp recipients specifying the current work registrant status and the status as able bodied adults without dependents (ABAWD) of such recipients in accordance with the criteria contained in section 387.3 of this Title; and
(2) maintain records and provide information and data regarding the food stamp caseload, and individual recipients of such benefits to the Office of Temporary and Disability Assistance, as required by the commissioner.
