(a) Sissonville Road between the intersection of Route 56 and the entrance to the Potsdam Paper Company plant, a distance of 0.4± mile, is designated as an access highway for use by 48-foot long, 102-inch wide trailers, and is not hereby designated as an access highway for any other types of vehicles.
