(c) Grand Central Avenue between 13th Street and the Penn Yan Express terminal at Clemens Parkway, in the City of Elmira, Village of Elmira Heights and Town of Elmira.

(d) Route 14. The northbound and southbound roadways of Route 14 between CR 64 and the Schuyler county line, in the Villages of Horseheads and Millport and the Towns of Horseheads, Catlin and Veteran.

(e) Wygant Road, CR 21, between Route 14 and the entrance drive to the Horseheads Industrial Park (formerly called the Holding Point), in the Village of Horseheads and the Town of Horseheads.

(f) Route 13, the northbound and southbound roadways, between Route 17 and the Schuyler county line in the Towns of Horseheads and Veteran.

(g) Grand Central Avenue (CR 66), between Route 17 and Oakwood Avenue in the Village of Horseheads and the Town of Horseheads.

(h) West Philo Road, CR 70, from Route 14 to Horowitz Paper Company terminal at the west end of West Philo Road, CR 70, in the Town of Horseheads and the Village of Horseheads.

(i) Route 14. Route 15 between the Pennsylvania/New York state line and the southerly City of Elmira city line in the Towns of Ashland and Southport.
