Subsequent renumbering or renaming of any route, road or location contained in any Part of Chapter XI shall not affect the validity of any regulation contained therein. Any reference to a route, road or location by a name or number in existence at the time of promulgation of a regulation shall be deemed to apply to such route, road or location even though such route, road or location is subsequently renamed or renumbered.
