(a) The Director of Personnel, Department of Motor Vehicles, Swan Street Building, Empire State Plaza, Albany, NY 12228, shall be the fiscal officer.

(b) The fiscal officer shall make payroll records available for inspection and provide copies of such, upon application by any person, including bona fide members of the news media as required under section 88(1)(g), (1)(i) and (10) of the Freedom of Information Law upon a form prescribed by the Comptroller of the State.
