Subdivision 35 of section 375 of the Vehicle and Traffic Law provides that after January 1, 1971, the Commissioner of Motor Vehicles may establish standards for the manufacture, regrooving or retreading of tires which are produced or sold in this State, and for the use of tires on vehicles operated in this State. Section 145-d requires the Commissioner of Motor Vehicles to promulgate regulations defining the term snow tire in regard to non-radial tires.
