Every 1973 and older motor vehicle required to have seat safety belts by section 383 of the Vehicle and Traffic Law shall have seat safety belts which conform to the requirements of this Part as it existed on September 30, 1974. This Part shall not apply to those motor vehicles not registered pursuant to the provisions of subdivision (6) of section 401 of the Vehicle and Traffic Law.
