47.3 Placement.
Splash guards required by subdivision 25 of section 375 of the Vehicle and Traffic Law and these regulations, shall be affixed to the vehicle in such a way that the distance from the lower end of the splash guard to the ground shall not exceed one third of the distance, measured along the ground from the bottom of the splash guard to the point of contact of the rear wheel.
