59.0 Introduction.
Section 4173 of the New York State Public Health Law (vital statistics) provides that the register of vital statistics in a State hospital, charitable or penal institution may, upon request, charge a fee to two dollars for each verified transcript of a death record furnished by him to an application and a fee of two dollars for a search of his files, except that no fee shall be charged for a search, certificate of birth or verified transcript of a birth or death record used for school entrance, employment certificate for purposes of public relief or government compensation or when required by the Veterans Administration to be used in determining the eligibility of any person to participate in the benefits made available by the Veterans Administration. It further provides that “all fees for searches, certification and verified transcripts collected by a registrar of vital statistics in a State hospital, charitable or penal institution shall be transmitted by him to the executive department having jurisdiction, management and control of such hospital or institution, to be paid into the State treasury as provided by section 121 of the State Finance Law.”
