The provisions of this Chapter apply to all facilities in the Department of Mental Hygiene and to all facilities having an operating certificate from the department, unless the context indicates otherwise. Unless the regulation clearly indicates that it applies to outpatient facilities, this Chapter shall be deemed to apply to inpatient facilities only.
