21.12 Test requirements for safety belts.
(a) Required test performance.
Prior to approval by the board of a safety belt, a specimen shall be tested by a testing laboratory approved by the board. The complete assembly of the safety belt shall be capable of holding a 250 pound weight falling free for a distance of four feet.
(b) Test procedure.
In performing the test, the test weight shall be a rigid object 36 inches in girth and having a weight of 250 pounds. It shall be held by the waist band and secured by the belt buckle, in the same manner as when the belt is worn by a window cleaner. One belt terminal shall be attached to a rigid anchor and the test weight shall fall free for a distance of four feet from a point in vertical alignment with the point of suspension.
(c) Test report.
Two copies of the complete report by the testing laboratory, including a detailed description of the test specimen, the test procedure and test results shall be submitted to the board by the laboratory.
(d) Test specimen.
A cleaner shall not be suffered or permitted to use a safety belt or any part thereof which has been used as a test specimen.
