(c) All other records maintained by the division, including housing operation records, are available for public inspection and copying, upon request and appointment, at the division office located at 641 Lexington Avenue, New York, NY 10022. (d) The records access officer may designate another location in which a requestor may review records.

(e) Requests for public access to records shall be accepted and records produced during all hours the division is regularly open for business.
