1626-1.6 Maintenance.
(a) Maintenance of buildings on site and offsite property will be kept at a minimum consistent with the safety of the occupants. Buildings declared unsafe by local building department will be vacated immediately with the authority's counsel initiating any necessary legal action. No major repairs will be made to any site or offsite building unless approved by the division.
(b) Determination should be made as to whether fixtures and equipment (plumbing and heating items, refrigerators, ranges, etc.) can be properly safeguarded if left in apartments or whether they should be removed immediately from each apartment as it becomes vacant and placed in a central storage room. If it is determined to let such equipment remain in apartments, demolition contract will specify that such items will be removed by contractor. If equipment is removed from individual apartments and centrally stored, they will be accumulated in sufficient quantity and then sold on basis of best bid received. Bids will be solicited from used equipment dealers and salvage yards. Vacated apartments should be checked as soon as possible to insure that authority owned fixtures and equipment were not taken by the vacated tenant. Vacated buildings are to be boarded up and the police department notified so that they can take steps to prevent damage by vandals or entry by vagrants. An authority employee should also check such buildings at least once a week.
(c) Preparation for demolition, including award of contract, should be made in advance so that demolition can start as early as possible after buildings are vacated. If situation warrants, contract may call for demolition of buildings on an individual basis as they become vacant.
