To promote a cooperative employer-employee relationship between the division and its members, it is the policy of the division to establish and provide for the settlement of disputes through an orderly grievance procedure. For members who are represented by an employee organization, such procedure shall be prescribed by the terms of the collective agreement covering the negotiating unit of such member. Other members of the division excluded from any negotiating unit may address their grievances, in writing, to the superintendent or his designee. Determinations by the superintendent shall be reviewed by the Governor or his designee upon the written request of the member.
