(a) A member applying for a firearms permit pursuant to Penal Law section 400.01 must at the time of application execute a form authorizing the transfer of any license issued by a local licensing authority pursuant to Penal Law section 400.00, to the Superintendent of State Police. No application for a license pursuant to Penal Law section 400.01 will be granted by the superintendent unless all outstanding licenses issued by local authority are transferred to the authority of the superintendent.
