WHEREAS, The XIII Olympic Winter Games, held in Lake Placid, New York, have been successfully completed to international acclaim; and

WHEREAS, All groups involved in the planning, promotion and conduct of the games, particularly those employees of the State of New York, are to be congratulated for their efforts; and

WHEREAS, This worldwide acknowledgment of the excellence of the facilities used in the Olympics offers an unparallelled opportunity for the Lake Placid region of New York State to become the winter sports capital of the United States; and

WHEREAS, This reputation as a winter sports center can serve as the nucleus of a significant year-round economic stimulus to the Lake Placid region and to New York State as a whole; and

WHEREAS, New York State has already devoted considerable effort to plan for the future use of these facilities; and

WHEREAS, A permanent organizational entity is needed to continue these planning activities, coordinate the actions of the State of New York and local governments, promote the year-round use of these facilities and manage these facilities in the most economic fashion;

NOW, THEREFORE, I, Hugh L. Carey, Governor of the State of New York, by virtue of the authority vested in me by the Constitution and Laws of the State of New York, do hereby establish the New York State Olympic Facilities Study Committee in the Executive Department.

I. Powers and Duties.

The committee will develop a comprehensive plan for the creation of a permanent entity to manage and promote the use of the Olympic facilities in such a way as to insure the economic development of the Lake Placid region and New York State.

The committee's plan shall recommend the creation of a permanent organizational entity with management and oversight authority. In developing this plan, the committee shall identify and evaluate:

— possible uses of the Olympic facilities;

— the economic potential of the Olympic facilities for both the Lake Placid region and the State as a whole;

— proper role and responsibility for continuing support by the Federal government in the operations of the facilities;

— alternative organizational structures for the permanent entity; and

— alternative financing arrangements to ensure the economic operation of the facilities consistent with the economic development objectives of the State.

The committee shall make use of existing staff and resources of the various State agencies which shall render full cooperation and assistance to the committee.

The plan of the committee shall be submitted to the Governor no later than May 31, 1980.

II. Membership.

The committee shall consist of the Commissioner of the Department of Environmental Conservation, the Commissioner of the Department of Commerce, the Commissioner of the Department of Transportation, the Commissioner of Parks and Recreation, the Director of the Division of the Budget, the Chairman of the Adirondack Park Agency, the Chairman of the New York State Olympic Task Force, four residents of the county of Essex, to be appointed by the Governor, one of whom shall be a resident of the town of North Elba, one member appointed by the Governor upon the recommendation of the Temporary President of the Senate, one member appointed by the Governor upon the recommendation of the Speaker of the Assembly, one member appointed by the Governor upon the recommendation of the Minority Leader of the Senate, and one member appointed by the Governor upon the recommendation of the Minority Leader of the Assembly. The United States Senators from New York, the Member of Congress representing the town of North Elba, and the Chairman of the New York State Congressional Delegation shall serve as advisory members of the committee.

The members of the committee shall receive no compensation but shall be entitled to reimbursement for any necessary expenses incurred in connection with the performance of their duties.

The chairman of the committee shall be designated by the Governor, and serve at the pleasure of the Governor.
