I, Hugh L. Carey, by virtue of the authority vested in me by the Constitution and the Laws of the State of New York, and as Governor of the State of New York, by Executive Order do hereby establish in the Executive Department the Council on International Business. The Council shall assist the Governor and other State officials in their efforts to increase the level and scope of international business activities conducted in New York.

The Council on International Business shall consist of such members as may be appointed by the Governor. Such membership shall be selected from among the private business, labor and academic communities and shall include the Commissioner of Commerce. The Governor shall designate one member as Chairman of the Council, and the Commissioner of Commerce shall serve as Vice-Chairman.

In addition, the following shall serve as ex officio members of the Council: the Commissioner of Taxation and Finance; the Superintendent of Banks; the Superintendent of Insurance; the Chairman of the Job Development Authority; the Chairman of the Urban Development Corporation; the Commissioner of Agriculture and Markets; the Chancellor of the State University of New York; the Commissioner of Education; the Director of the Office of Federal Affairs; and the Executive Director of the Port Authority of New York and New Jersey.

The members of the Council shall not receive any salary or other compensation, but shall be reimbursed for expenses incurred in the performance of their duties within amounts made available therefor by appropriation.

New York State has historically served as the leading state in international activities, and to this day New York City is the nation's busiest port and the world's financial center. As a result, any enhancement of New York's participation in foreign commerce has a direct effect on the State's economy; and increases in the exports of New York State firms and in the attraction of foreign investments contribute directly to the benefit of our economy, providing additional jobs and income for our citizens.

Essential to any effort to increase trade and commerce with nations around the world is the vital and energetic participation of members of the State's private sector, especially those in the business, labor and academic communities. To strengthen and build upon existing private and public sector cooperation in this effort, therefore, the Council on International Business shall:

In conducting its affairs, the Council on International Business and its staff shall work in close cooperation with the Commissioner of Commerce in his capacity as Vice-Chairman of the Council and shall develop a coordinated work program with the Division of International Commerce of the Department of Commerce. It shall also establish such committees or other sub-groups as may be needed.

The Council may employ such staff and may retain the services of such assistants as may be deemed necessary, at compensation to be fixed by the Chairman. It may also make such other expenditures as may be deemed necessary within the amounts available therefor and subject to the approval of the Director of the Budget. In carrying out its functions, powers and duties, and in addition to coordinating its activities with the Department of Commerce, the Council shall, wherever possible, make use of the resources of existing State departments and agencies, which are hereby directed to render full cooperation and assistance to the Council.
