3.64 Executive Order No. 64: Establishing the New York State Motion Picture and Television Advisory Board.*
There is hereby established, within the Department of Commerce, the New York State Motion Picture and Television Advisory Board consisting of the Commissioner of Commerce, the Industrial Commissioner, the Chairman of the Commission on Cable Television, the Chairman of the New York State Council on the Arts and at least 17 other members to be appointed by the Governor, who shall be representative of the range of interests relating to motion picture and television production including the various businesses, industries, labor unions, and public and other groups involved in motion picture and television production. The Governor shall designate one of the members of the board to be chairman. The members of the board shall serve for a term of two years.
The members of the board shall not receive any salary or other compensation but shall be reimbursed for expenses incurred in the performance of their duties within amounts made available therefor by appropriation. Reimbursement for such expenses shall be made only upon authorization of the Commissioner of Commerce. The board shall:
advise the Governor, the Legislature and the Commissioner of Commerce concerning recommended legislation necessary to foster and advance the development of the motion picture and television industries consistent with the public interest;
advise the Governor, the Commissioner of Commerce, the Legislature and such other officers of the State or its political subdivisions, as the board deems appropriate, of any practices within the State of New York which may be inimical to the proper development of the motion picture and television industries in the State;
facilitate cooperation by local, State and Federal government agencies and private groups in the securing of location and other necessary permits and any and all appropriate services connected with motion picture and television production; and
advise the Commissioner of Commerce in carrying out his responsibilities to effectively encourage the making of motion pictures and television productions within the State of New York.
The Commissioner of Commerce shall provide the board with staff assistance and support services, as are necessary to enable the board to fulfill its functions pursuant to this Order.
The Commissioner of Commerce shall conduct a program of information and publicity consistent with the provisions of this Order designed to attract motion picture and television production activities to New York. Such program shall include, but shall not be limited to, the preparation and distribution of appropriate promotional and informational materials pointing out desirable locations within the State for motion picture and television production, a description of the benefits and advantages of producing motion picture and television productions within the State, and the services and assistance available within State government as well as those services available at the local level.
