3.54 Executive Order No. 54: Requesting the appointment of Norman Clapp to investigate the New York City power failure.
WHEREAS, there occurred on July 13-14, 1977, a widespread electrical power failure in the New York City metropolitan area which threatened the health and safety of the residents of that area and which imposed economic hardship on many; and
WHEREAS, I requested the Public Service Commission, on July 13, 1977, to undertake a thorough investigation into the cause of the power failure and to provide me with recommendations which would ensure that there would be no recurrence of any major power failure in this State;
NOW, THEREFORE, I, Hugh L. Carey, Governor of the State of New York, do hereby request the Acting Chairman of the Public Service Commission to exercise the powers granted him by section 8 of the Public Service Law to appoint Norman Clapp to conduct the investigation requested by me on July 13, 1977. I further request that Mr. Clapp be vested with all authority necessary to conduct that investigation, including the powers set forth in subdivision (11) of section 66 of the Public Service Law, and that he be instructed to report his findings directly to me, as well as to the Public Service Commission, and to make recommendations for whatever action may be necessary to guarantee that there be no recurrence of any major power failure in this State.
