3.15 Executive Order No. 15: Designating the Department of Social Services as State Agencies responsible for programs under Title XX of the Federal Social Security Act.
By virtue of the authority vested in me as Governor of the State of New York, and in order that social services be provided to individuals and families in need thereof and eligible therefor in this State, I, Hugh L. Carey, do hereby designate the Department of Social Services as the State agency responsible for the supervision of the administration of this State's program for the provision of services under Title XX of the Federal Social Security Act.
The responsibilities of the Department under this designation include the following:
(1) The Department shall publish and make generally available to the public each year a proposed comprehensive annual services plan, as prepared by it and approved by me, setting forth the State's plan for the provision of social services for the State's services program year.
(2) The Department shall also publish a final comprehensive annual services program plan meeting my approval.
(3) The Department shall also be responsible for submission of the State Plan required by Title XX, for the negotiations that may be necessary relative to the approval of such State Plan, for the promulgation of regulations and for assuring that the State meets the requirements of Title XX.
