WHEREAS, the Temporary State Commission on Governmental Operations of the City of New York, created pursuant to chapter 368 of the Laws of 1959, was at the time of its creation assigned the broad duty of making a study of governmental operations of the City of New York and of making recommendations for achieving increased economy, efficiency and effectiveness in the management of the affairs of the City of New York, in the discharge of which duty the Commission has been intensively engaged for a period of months; and

WHEREAS, the statute creating the Commission on Governmental Operations of the City of New York was recently amended pursuant to chapter 1030 of the Laws of 1960 for the purpose of placing primary emphasis in its work on revision of the Charter of the City of New York, with the result that the Commission has now become the principal governmental agency concerned with Charter revision, a responsibility requiring concentration of the Commission's time and resources on the work of Charter revision and the procedures for adoption of Charter changes; and

WHEREAS, its has been concluded that the investigatory work of the Commission on Governmental Operations of the City of New York should be pursued under direction separate from that Commission;

NOW, THEREFORE, in accordance with and pursuant to the provisions of Chapter 989 of the Laws of 1958, I hereby direct the Temporary State Commission of Investigation of the State of New York henceforth to supervise the investigations into the affairs of the City of New York commenced by the Commission on Governmental Operations of the City of New York and to exercise in connection with such investigations all of the powers provided for in Chapter 989 of the Laws of 1958, for the purpose of studying: the faithful execution and effective enforcement of the laws of the State; the conduct of public officers and public employees, and of officers and employees of public corporations and authorities; and any matter concerning the public peace, public safety and public justice; and, wherever warranted, to assist me in the discharge of my responsibilities in respect of the matters set forth in Section 2 of Chapter 989 of the Laws of 1958.
