All notices, papers and intermediate process connected with a hearing, other than the notice of hearing and complaint or UAC, subpoenas served upon persons who are not a party to the proceeding, and the order containing the final determination of the commission, may be served by ordinary mail. Except where otherwise specifically provided, service by ordinary mail shall be complete when mailed.
