This Part shall apply to all civil administrative enforcement proceedings brought by the commission. Whenever the commission determines, after investigation, that any person has violated ECL, articles 43 and 71, title 33, or rules or regulations promulgated thereunder, or any permits, certificates or orders issued by the commission, the commission may proceed as provided herein.
