The provisions of one section of this Part do not affect or replace the provisions of other applicable sections of this Part requiring a permit. The department will require the submission of only one permit application if it is determined that the proposed project requires a permit pursuant to more than one section of this Part.

The department may issue an emergency authorization for activities requiring a permit under the provisions of this Part pursuant to the provisions of article 70, section 70-0116 of the Environmental Conservation Law.
