All that area bounded by a line commencing at the intersection of the Orange-Rockland county line and the Governor Thomas E. Dewey Thruway; thence easterly along a straight line to the intersection of Route 202 and Lime Kiln Road; thence northeasterly along Route 202 to the Palisades Interstate Parkway; thence northerly along the Parkway to Route 210; thence northeasterly along Route 210 to the Palisades Interstate Park boundary; thence northerly and easterly along the Park boundary to Route 9W; thence due east to the west bank of the Hudson River; thence southerly along the bank of the river to the Rockland-Bergen county line (New York-New Jersey State line); thence northwesterly and northeasterly along the Rockland county line to the beginning point; except those areas delineated as Level III.
