(a) All that area west of a line commencing at a point on the Lake Erie shoreline at the northern boundary of the Cattaraugus Indian Reservation; thence easterly along the reservation boundary to Route 20; thence northeasterly along Route 20 to the Hamburg-Eden town line; thence easterly along the town line to East Eden-Hamburg Road; thence southerly along East Eden-Hamburg Road to Keller Road; thence easterly along Keller Road to Feddick Road; thence southerly along Feddick Road to Shero Road; thence easterly along Shero Road to Zimmerman Road; thence easterly along Zimmerman Road to Shero Road; thence easterly and northeasterly along Shero Road to Patchin Road; thence easterly along Patchin Road to Route 219; thence northerly along Route 219 to Omphalious Road; thence easterly along Omphalious Road to Cole Road; thence northerly along Cole Road to Behn Road; thence easterly along Behn Road to Route 240; thence northerly along Route 240 to East Aurora-Jewettville Road; thence easterly and northeasterly along East Aurora-Jewettville Road to the East Aurora village line; thence counterclockwise along the village line to Lawrence Road; thence northerly along Lawrence Road to East Aurora-Porterville Road; thence northeasterly along East Aurora-Porterville Road to the Elma-Marilla town lines; thence northerly along the town line to the Marilla-Lancaster town line; thence northerly along the town line to the Marilla-Alden town line; thence easterly along the town line to the Erie-Wyoming county line; thence counterclockwise along the Erie county line to the Erie-Niagara county line; except those areas classified as Levels IV and III.
(b) All that area within the corporate lines of the Village of Springville.
(c) All that area within the corporate lines of the Village of Gowanda.
(d) All that portion of Grand Island west of a line commencing at a point on the north bank of the Niagara River (West Branch) due south of the intersection of Spaulding Road and Base Line Road; thence due north to said intersection; thence northerly along Base Line Road to the Governor Thomas E. Dewey Thruway; thence northwesterly along the Thruway to Long Road; thence westerly along Long Road to West River Parkway; thence due west to the Niagara River.
