14.4 Unpaid checks outstanding more than one year.
The amounts of all checks on bank accounts of any funds of the State which have been outstanding for more than one year from the respective dates thereof shall be paid into the Abandoned Property Fund pursuant to Abandoned Property Law, section 1315(4). The proper disbursing officers or agents of such funds shall notify the banks on which such checks were drawn to stop payment thereon (State Finance Law, ยง 102) and shall follow all proper procedures in accordance with the New York State Accounting System User Procedures Manual, volume XI, section 7.0500.
