(a) Except where the department has approved a local law or ordinance under section 613-1.7 of this Part, any local law or ordinance that is aimed at establishing or implementing a petroleum bulk storage program is preempted.

(b) The department retains sole authority to administer and enforce this Part with respect to any public authority created under the Public Authorities Law, any State agency, or any major facility.
