The board of education of the city school district of the City of New York shall submit to the department at the time reimbursement for expenditures in connection with such programs is sought, a written statement which certifies that such programs were implemented and operated in compliance with the provisions of all applicable rules and regulations of such board of education, the rules of the Board of Regents and regulations of the Commissioner of Education and the Education Law. Such board shall also submit to the department a statement of expenditures, in accordance with standard accounting procedures, which clearly indicates that all funds for which reimbursement is sought have been obligated.
