141.4 Programs and services.
Boards of education may provide training and retraining for all age groups, relate instruction to all nonprofessional levels and kinds of occupations, include occupational guidance and counseling, provide instruction in basic and remedial subjects, establish part-time employment programs for youth who need income and experience and administer a program of essential ancillary services. Such occupational education programs and services shall be of high-school grade unless otherwise classified by the commissioner.
(a) Occupational training or retraining may be provided for persons enrolled in secondary schools, for persons who have graduated or left high school, for adults who have entered the labor market, and for persons who have academic, socio-economic and other handicaps that prevent them from succeeding in regular occupational education programs.
(b) Such education and training may be provided for any occupation or cluster of occupations with the exception of occupations considered to be generally professional in nature or requiring an associate or baccalaureate degree. Consideration shall be given to:
(1) the interests, needs and abilities of persons who can benefit from the instruction; and
(2) the need for and opportunities in the employment market for which the skills and knowledge are being provided.
(c) Related basic instruction designed to enable persons to profit from occupational training or retraining by correcting educational deficiencies or handicaps may be provided. Such instruction shall be provided in courses which are an integral part of the occupational education program in which the student is enrolled.
(d) Special part-time classes may be conducted for apprentices and other employed trainees to provide technical and other related instruction which is supplemental to training and experience on the job.
(e) Cooperative arrangements between educational agencies and local employers may be established to provide on-the-job experiences through supervised part-time, paid employment that will aid in the development of additional competencies contributing to employability and subsequent advancement.
(f) Supervised work experience programs may be organized for youth 14 years of age who have special educational and employment handicaps and who need preparation for semiskilled jobs requiring only basic instruction in work requirements.
(g) Activities of occupational education youth organizations within the several instructional categories, when organized, shall complement instruction and be supervised by occupational education personnel.
(h) Occupational information and guidance shall be provided before a goal is selected and at each point where a change may be made, including job referral and placement.
(i) Preoccupational education programs may be provided for persons who have not yet selected an occupational objective or who need occupational education related to a continuing education goal, including courses for persons who want a broader occupational focus rather than specific preparation.
(j) Persons residing in an area or district served by one educational agency shall be permitted to enroll in a program of instruction offered by another educational administrative agency in accordance with policies and procedures established by the commissioner and local or area educational officials.
(k) School districts may grant credit to secondary students for the successful completion of a health care training program taken at a health care facility or agency. Secondary students shall be eligible for participation in such programs, subject to the availability of placement openings, based upon their evidencing an interest in pursuing a health care services career and their being in good academic standing.
