140.3 Board meetings and minutes.
Each county vocational education and extension board shall have regular and special meetings, and minutes of such meetings shall be kept by a duly constituted official of the board, such minutes to be available at all times for inspection by the Commissioner of Education or a representative designated by him. The minutes shall indicate the names of the board members present and voting at each meeting. Resolutions of the board may be adopted only by a quorum of the board.
