(i) Education.

(ii) Examination. The candidate shall submit evidence of having achieved a satisfactory level of performance on the New York State Teacher Certification Examination bilingual extension assessment.

(i) An interim bilingual education extension may be issued to holders of certificates in speech and language disabilities or teaching the speech- and hearing-handicapped in the classroom teaching service who have demonstrated proficiency in a language other than English. The interim bilingual education extension shall be valid for three years from its effective date and shall not be renewable, except the time validity of a bilingual education extension may be extended for holders called to active duty in the Armed Forces for the time of active service and an additional 12 months from the end of such service. No interim bilingual extension shall be issued with an effective date that begins after September 1, 2010.

(ii) To be eligible for an interim bilingual education extension, a candidate must meet the following requirements:

(i) Purpose. The purpose of a supplementary bilingual education extension is to authorize a teacher who is currently certified in a title in the classroom teaching service to teach bilingual English language learners where there is a demonstrated shortage, while the teacher is matriculated in a program at an institution of higher education leading to an extension in bilingual education.

(ii) Limitations. The supplementary bilingual extension shall be valid for three years from its effective date and shall not be renewable. A supplementary bilingual education extension shall also be limited to employment with an employing entity.

(iii) Requirements. To be eligible for a supplementary bilingual education extension, a candidate shall meet the following requirements:

(i) The candidate shall hold a valid provisional, permanent, initial, emergency COVID-19, or professional certificate in the classroom teaching service.

(ii) The candidate shall complete a program registered pursuant to section 52.21(b)(4)(v) of this Title, or its equivalent consisting of a total of 12 semester hours of coursework that includes study in each of the following subjects: knowledge of the characteristics of gifted students who learn at a pace and level that is significantly different from their classmates; knowledge of various tools and methods for identifying and assessing gifted students, and skill in using such tools and methods; knowledge and understanding of appropriate curriculum design for gifted students; knowledge and skills for planning, providing, coordinating, and evaluating differentiated teaching and learning environments to challenge and assist gifted students in learning to their highest level; and skills for collaborating with other school staff, families, and the community to provide appropriate individualized instruction for gifted students.

(iii) The candidate shall complete the New York State Teacher Certification Examination content specialty test in gifted education.

(i) A person employed in a position in New York State as a teacher within a gifted and talented program which is funded pursuant to the Education Law and in accordance with Part 142 of this Title for three years in the period between September 1, 1998 and August 31, 2006, may be issued a statement of continued eligibility pursuant to which such person may continue to teach in such a program without the extension prescribed in this subdivision, provided such person holds a permanent or professional certificate in the classroom teaching service.

(ii) A statement of continued eligibility shall be limited to the specific permanent or professional certificate held authorizing classroom teaching service, as prescribed in subparagraph (i) of this paragraph, but shall be valid for service in any school district.

(iii) Applications for the statement of continued eligibility must be filed with the department on or before September 1, 2008.

(i) The candidate shall hold a valid provisional, permanent, initial, emergency COVID-19, or professional certificate for classroom teaching service in any title in middle childhood education including students with disabilities (5-9), any title in adolescence education including students with disabilities (7-12), or any title in (K-12); or a valid provisional or permanent certificate in the title school counselor (Pre-K-12).

(ii) The candidate shall complete a program registered pursuant to section 52.21(b)(4)(vi) of this Title, or its equivalent consisting of a total of six semester hours of coursework that includes study in developing, implementing, coordinating, and evaluating work-based learning experiences and programs.

(iii) The candidate shall have completed 300 clock hours of work experience outside of classroom teaching.

(i) The candidate shall hold a valid provisional, permanent, initial, emergency COVID-19, or professional certificate for classroom teaching service authorizing instruction in any specific career and technical education title, or in agriculture (all grades), family and consumer sciences (all grades), business and marketing (all grades), or technology education (all grades).

(ii) The candidate shall complete a program registered pursuant to section 52.21(b)(4)(vi) of this Title, or its equivalent consisting of a total of six semester hours of coursework that includes study in developing, implementing, coordinating, and evaluating work-based learning experiences and programs.

(iii) The extension authorizes the holder to coordinate work-based learning programs for career awareness.

(iv) The candidate shall have completed 600 clock hours of work experience outside of teaching in the classroom teaching service.

(i) The candidate shall hold a valid provisional, permanent, initial, emergency COVID-19, or professional certificate in the classroom teaching service.

(ii) The candidate shall submit evidence of having achieved a satisfactory level of performance on the New York State Teacher Certification Examination content specialty test in American sign language.

(i) A person employed in a position in New York State as a teacher in a position which requires the use of American sign language, for three of the five years immediately preceding February 2, 2004, may be issued a statement of continued eligibility pursuant to which such person may continue to use American sign language in the classroom teaching service without the extension prescribed in this subdivision, provided such person holds a permanent or professional certificate in the classroom teaching service.

(ii) A statement of continued eligibility shall be limited to the specific permanent or professional certificate held authorizing classroom teaching service, as prescribed in subparagraph (i) of this paragraph, but shall be valid for service in any school district.

(iii) Applications for the statement of continued eligibility must be filed with the department on or before September 1, 2008.

(i) the candidate shall hold a valid provisional, permanent, initial, emergency COVID-19, or professional certificate in the classroom teaching service in childhood education (grades 1-6) or students with disabilities (grades 1-6) or an equivalent certificate title authorizing the teaching of all common branch subjects in grades 1 through 6; and

(ii) the candidate shall submit a statement by the chancellor, in the case of employment with the City School District of the City of New York; or by the superintendent, in the case of other employing boards; or by the chief school officer, in the case of employment with another entity required by law to employ certified teachers certifying that:

(i) the candidate shall hold a valid provisional, permanent, initial, emergency COVID-19, or professional certificate in the classroom teaching service in childhood education (grades 1-6) or students with disabilities (grades 1-6) or an equivalent certificate title authorizing the teaching of all common branch subjects in grades 1 through 6; and

(ii) the candidate shall submit a statement by the chancellor, in the case of employment with the City School District of the City of New York; or by the superintendent, in the case of other employing boards; or by the chief school officer, in the case of employment with another entity required by law to employ certified teachers certifying:

(i) the candidate shall hold a valid provisional, initial, emergency COVID-19, permanent, or professional certificate in English language arts (7-12), world language other than English (7-12), mathematics (7-12), biology (7-12), chemistry (7-12), earth science (7-12), physics (7-12), or social studies (7-12); and

(ii) the candidate shall submit a statement by the chancellor, in the case of employment with the City School District of the City of New York; or by the superintendent, in the case of other employing boards; or by the chief school officer, in the case of employment with another entity required by law to employ certified teachers certifying:

(i) the candidate shall hold a valid initial, emergency COVID-19, or professional certificate in students with disabilities (grades 5-9) generalist, students with disabilities (grades 5-9) content specialist, students with disabilities (grades 7-12) generalist, students with disabilities (grades 7-12) content specialist, or the special education generalist permanent certificate;

(ii) the candidate shall complete the New York State teacher certification examination content specialty test in the subject for which a certificate extension is being sought; and

(iii) the candidate shall satisfactorily complete at least 18 semester hours of study or its equivalent in the subject area of the certificate sought. For social studies, the candidate shall complete the 18 semester hours through a combination of study in United States history, world history and geography.

(i) provide satisfactory evidence of completion of at least 45 hours of acceptable continuing teacher and leader education focused on students with disabilities at the elementary level; or

(ii) the candidate shall complete a minimum of three semester hours of satisfactory pedagogical study or its equivalent, that is focused on students with disabilities at the elementary level.

(i) provide satisfactory evidence of completion of at least 45 hours of acceptable continuing teacher and leader education focused on students with disabilities at the early childhood level; or

(ii) the candidate shall complete a minimum of three semester hours of satisfactory pedagogical study or its equivalent, that is focused on students with disabilities at the early childhood level.

(i) provide satisfactory evidence of completion of at least 45 hours of acceptable continuing teacher and leader education focused on students with disabilities at the middle level; or

(ii) the candidate shall complete a minimum of three semester hours of satisfactory pedagogical study or its equivalent, that is focused on students with disabilities at the middle level.

(i) provide satisfactory evidence of completion of at least 45 hours of acceptable continuing teacher and leader education focused on students with disabilities at the middle level; or

(ii) the candidate shall complete a minimum of three semester hours of satisfactory pedagogical study or its equivalent, as determined by the Commissioner, that is focused on students with disabilities at the middle level.

(i) provide satisfactory evidence of completion of at least 45 hours of acceptable continuing teacher and leader education or a minimum of three semester hours focused on students with disabilities at the adolescent level (grades 10-12); and

(ii) complete at least 15 hours of acceptable continuing teacher and leader education or a minimum of three semester hours focused on English language arts.

(i) the candidate shall submit evidence of having at least two years of satisfactory full-time teaching experience in a public school, State-supported or State-operated school, or private schools established under 853 of the Laws of 1976 prior to June 30, 2021 during which time the candidate met the qualifications to be considered highly qualified for a core academic subject for purposes of the No Child Left Behind Act under the former 34 C.F.R. 200.56 through passing the high, objective, uniform State standard of evaluation rubric (HOUSSE) to demonstrate subject matter competency in grades 7-12 in the subject area for which the limited extension was sought. The candidate shall submit, as part of the application, the completed HOUSSE rubric from the district(s) for each year of experience for each subject area that the candidate seeks a limited extension;

(ii) submit evidence of having achieved a satisfactory level of performance on the New York State Teacher Certification Examination content specialty test in the subject area in which the limited extension is sought;

(iii) receive a satisfactory passing score on an industry accepted examination that demonstrates mastery in the subject area for which the limited extension is sought or in a closely related area that is approved by the department through a request for qualifications process;

(iv) complete at least nine semester hours of coursework in the subject area in which the limited extension is sought;

(v) provide satisfactory evidence of completion of at least 45 hours of acceptable continuing teacher and leader education focused in the subject area in which the limited extension is sought and provide satisfactory evidence of either clause (a) or (b) of this subparagraph:
