SUBPART 80-2. REQUIREMENTS FOR CERTIFICATES IN THE CLASSROOM TEACHING SERVICE APPLIED AND QUALIFIED FOR ON OR BEFORE FEBRUARY 1, 2004, THE ADMINISTRATIVE AND SUPERVISORY SERVICE APPLIED FOR ON OR BEFORE SEPTEMBER 1, 2006, AND THE PUPIL PERSONNEL SERVICE (EXCEPT FOR CERTIFICATES FOR SCHOOL COUNSELING APPLIED AND QUALIFIED FOR ON OR AFTER FEBRUARY 2, 2023)

80-2.12 Certificate valid for teaching common branch subjects in the lower (PreK-3) and upper (4-6) elementary grades (PreK-6).
(a) Provisional certificate.
(1) Preparation for a provisional certificate. To obtain a certificate to teach common branch subjects in the lower and upper elementary grades (PreK-6), a candidate shall meet the requirements in one of the following subparagraphs:
(i) Completion of an approved program registered by the department specifically for service as a teacher of lower and upper elementary grades (PreK-6). An approved program is one which prepares the teacher to create a productive learning environment; plan and execute instructional activities; monitor and assess student learning; address the special developmental and educational needs of students in lower and upper elementary grades; collaborate effectively with co-workers; communicate, plan, and work effectively with children's families; use community resources, programs, and services appropriately; and work effectively with students from minority cultures, students of both sexes, students from homes where English is not spoken, students with handicapping conditions, and gifted and talented students. The program will assure that the candidate has completed a baccalaureate degree with a concentration in one of the liberal arts and sciences and college-level work in English, mathematics, science, social studies, and a language other than English. The program will provide special training in the teaching of reading and college-supervised student teaching in both the lower (PreK-3) and upper (4-6) elementary grades.
(ii) Alternative completion of requirements. A provisional certificate may be issued to an applicant who has completed a program which shall include the following:
(a) a baccalaureate degree from a regionally accredited institution of higher education or from an institution authorized by the Board of Regents to confer degrees and whose programs are registered by the department;
(b) successful completion of at least six semester hours of college-level credit in each of the following subjects: English, mathematics, science, and social studies;
(c) a concentration, satisfactory to the commissioner, of 30 semester hours in professional education, to include six semester hours of study in the teaching of reading. The concentration must enable the teacher to create a productive learning environment, plan and execute instructional activities, monitor and assess student learning and address the special developmental and educational needs of students in the lower (PreK-3) and upper (4-6) elementary grades. The concentration must prepare the teacher to collaborate effectively with co-workers; to communicate, plan, and work effectively with children's families; to use community resources, programs, and services effectively; and to work effectively with students from minority cultures, students of both sexes, students from homes where English is not spoken, students with handicapping conditions, and gifted and talented students;
(d) a satisfactory concentration of 36 semester hours of college-level credit in one of the liberal arts and sciences;
(e) one year of college-level study or its equivalent of a language other than English; and
(f) college-supervised student teaching at both the lower (PreK-3) and upper (4-6) elementary grades or its equivalent, satisfactory to the commissioner. One year of paid, full-time teaching experience at the level for which a certificate is sought may be substituted for college-supervised student teaching when such experience carries the recommendation of the chief school officer.
(2) Examination for provisional certification. Each applicant for a provisional certificate shall submit evidence of having achieved a satisfactory level of performance on the liberal arts and sciences portion of the New York State Teacher Certification Examinations and on the written assessment of teaching skills portion of the New York State Teacher Certification Examinations.
(3) Time validity. The provisional certificate shall be valid for five years from its effective date and is renewable subject to the approval of the commissioner based upon good cause shown as defined in section 80-1.6 of this Part. An expired provisional certificate may be renewed once for a five-year term upon evidence that the holder is matriculated in a master's degree program leading to the permanent certificate. Notwithstanding the requirements of this paragraph, the commissioner shall not accept applications for the renewal of a provisional certificate submitted to the commissioner after February 1, 2004.
(b) Permanent certificate.
The requirements for the permanent certificate shall be those in effect at the time the certificate of qualification or the renewed provisional certificate is issued.
(1) In addition to satisfying the requirements for provisional certification, the candidate shall have satisfied the following requirements:
(i) Completed satisfactorily a one academic year supervised internship or two years of teaching experience in a public or nonpublic school.
(ii) All candidates shall have earned a master's degree functionally related to the field of teaching service as defined by the commissioner.
(2) Examination for permanent certification. Each applicant for a permanent certificate shall submit evidence of having achieved a satisfactory level of performance on an examination in the area of the teaching certificate acceptable to the commissioner and on an assessment of teaching skills satisfactory to the commissioner.
(c) Instruction in a language other than English.
(1) Candidates who apply for the extension in instruction in a language other than English prior to February 2, 2004 and upon such application qualify for the extension, shall meet the requirements of this subdivision. Candidates who apply for such extension of a certificate on or after February 2, 2004 shall meet the requirements of Subpart 80-4 of this Part.
(2) In order to provide instruction in a language other than English in the lower and upper elementary grades (PreK-6), a teacher shall either:
(i) hold a certificate issued under this section and extended to include bilingual education pursuant to section 80-2.9 of this Subpart, provided that such instruction shall be in the language in which the certificate holder has demonstrated proficiency in accordance with section 80-2.9(b) of this Subpart; or
(ii) hold certification in a language other than English issued under section 80-2.13 of this Subpart which has been extended to kindergarten through grade six pursuant to section 80-2.13(b)(3) of this Subpart.
(d) Instruction in English, a language other than English, mathematics, a science and social studies in the early secondary grades (7-9).
(1) Candidates who apply for the extension in English, a language other than English, mathematics, a science or social studies in the early secondary grades (7-9) prior to February 2, 2004 and upon such application qualify for the extension, shall meet the requirements of this subdivision. Candidates who apply for such extension of a certificate on or after February 2, 2004 shall meet the requirements of Subpart 80-4 of this Part.
(2) In order to provide such instruction a teacher shall hold a certificate issued pursuant to this section and extended to include English, a language other than English, mathematics, a science or social studies providing the certificate holder has a concentration of study in the area for which the extension is to be issued and evidence of study in middle level education including adolescent development, the application of diverse instructional strategies including interdisciplinary teaching and the teaming of students and faculty so as to maximize student learning. In the alternative, the applicant will have completed the study noted below:
(i) Academic concentration as follows in the subject for which the certificate is issued:
English36 semester hours
Language other than English36 semester hours
Mathematics36 semester hours
Science36 semester hours*
Social Studies36 semester hours

A minimum of 18 semester hours of the total must include collegiate–level study in the science or each of the sciences for which an extension certificate is sought (biology, chemistry, earth science, physics). Certification for teaching general science will be included when the total shows collegiate–level study in at least two additional science areas.
(ii) Six semester hours of collegiate study in middle-level education. This study prepares the teacher to have a better understanding of the following: adolescent development, the application of diverse instructional strategies including interdisciplinary teaching, and the teaming of students and faculty so as to maximize student learning.
(iii) Examination for permanent extension. Each applicant for a permanent extension to teach English, a language other than English, mathematics, a science or social studies in the early secondary grades (7-9) shall submit evidence of having achieved a satisfactory level of performance on an examination in the area of the certificate extension.
(e) Annotation of special preparation in early childhood education.
(1) Candidates who apply for an annotation of special preparation in early childhood education prior to February 2, 2004 and upon such application qualify for the annotation, shall meet the requirements of this subdivision. The commissioner shall not accept applications for the annotation of special preparation in early childhood education submitted to the commissioner on or after February 2, 2004.
(2) A provisional certificate for teaching common branch subjects in the lower (PreK-3) and upper (4-6) elementary grades may be annotated to indicate special preparation in early childhood education provided that the candidate submits evidence that the teacher has met the requirements in one of the following subparagraphs.
(i) Completion of an approved program registered by the department specifically for teachers of early childhood years through grade 3 (PreK-3). An approved program shall include college level study in the arts, shall include college-level study in child development and the family, and shall prepare the teacher to record and assess children's progress and to provide appropriate opportunities for children to engage individually and cooperatively in self-initiated, group-initiated, and teacher-initiated activities. These activities will be designed to enable children to construct their own understandings of social relationships, relationships in the physical environment, and the use of linguistic, numerical, and artistic symbols and tools. An approved program shall include a practicum with preschool age children.
(ii) Alternate completion of requirements. A provisional or permanent certificate for teaching common branch subjects in the lower and upper elementary grades (PreK-6) may be annotated to indicate special preparation in early childhood education provided that the candidate submits evidence that the teacher:
(a) has completed at least six semester hours of college-level study or the equivalent in the arts;
(b) has completed at least six semester hours of college-level study in child development and the family;
(c) has completed at least 12 semester hours of college-level study which has prepared the teacher to provide appropriate opportunities for children to engage individually and cooperatively in self-initiated, group-initiated, and teacher-initiated activities that will enable them to construct their own understandings of social relationships, relationships in the physical environment, and the use of linguistic, numerical, and artistic symbols and tools; and to communicate, plan, and work effectively with children's families; and
(d) demonstrates the successful completion of a supervised practicum with preschool-age children or a minimum of one year of successful teaching of young children in a public or nonpublic school attested by the chief school officer.
(3) Examination for permanent annotation. A permanent certificate for teaching common branch subjects in the lower and upper elementary grades (PreK-6) may be annotated to indicate special preparation in early childhood education provided that the candidate meets all the requirements for the annotation of a provisional certificate and has achieved a satisfactory level of performance on an examination in the area of the certificate annotation.
(f) This section shall apply to individuals applying for a provisional certificate on or after September 2, 1993, and upon such application qualify for such provisional certificate, provided that the requirements of this Subpart apply to such candidates.
