(i) Completion of an approved program registered by the department specifically for service as a teacher of lower and upper elementary grades (PreK-6). An approved program is one which prepares the teacher to create a productive learning environment; plan and execute instructional activities; monitor and assess student learning; address the special developmental and educational needs of students in lower and upper elementary grades; collaborate effectively with co-workers; communicate, plan, and work effectively with children's families; use community resources, programs, and services appropriately; and work effectively with students from minority cultures, students of both sexes, students from homes where English is not spoken, students with handicapping conditions, and gifted and talented students. The program will assure that the candidate has completed a baccalaureate degree with a concentration in one of the liberal arts and sciences and college-level work in English, mathematics, science, social studies, and a language other than English. The program will provide special training in the teaching of reading and college-supervised student teaching in both the lower (PreK-3) and upper (4-6) elementary grades.

(ii) Alternative completion of requirements. A provisional certificate may be issued to an applicant who has completed a program which shall include the following:

(i) Completed satisfactorily a one academic year supervised internship or two years of teaching experience in a public or nonpublic school.

(ii) All candidates shall have earned a master's degree functionally related to the field of teaching service as defined by the commissioner.

(i) hold a certificate issued under this section and extended to include bilingual education pursuant to section 80-2.9 of this Subpart, provided that such instruction shall be in the language in which the certificate holder has demonstrated proficiency in accordance with section 80-2.9(b) of this Subpart; or

(ii) hold certification in a language other than English issued under section 80-2.13 of this Subpart which has been extended to kindergarten through grade six pursuant to section 80-2.13(b)(3) of this Subpart.

(i) Academic concentration as follows in the subject for which the certificate is issued:

(ii) Six semester hours of collegiate study in middle-level education. This study prepares the teacher to have a better understanding of the following: adolescent development, the application of diverse instructional strategies including interdisciplinary teaching, and the teaming of students and faculty so as to maximize student learning.

(iii) Examination for permanent extension. Each applicant for a permanent extension to teach English, a language other than English, mathematics, a science or social studies in the early secondary grades (7-9) shall submit evidence of having achieved a satisfactory level of performance on an examination in the area of the certificate extension.

(i) Completion of an approved program registered by the department specifically for teachers of early childhood years through grade 3 (PreK-3). An approved program shall include college level study in the arts, shall include college-level study in child development and the family, and shall prepare the teacher to record and assess children's progress and to provide appropriate opportunities for children to engage individually and cooperatively in self-initiated, group-initiated, and teacher-initiated activities. These activities will be designed to enable children to construct their own understandings of social relationships, relationships in the physical environment, and the use of linguistic, numerical, and artistic symbols and tools. An approved program shall include a practicum with preschool age children.

(ii) Alternate completion of requirements. A provisional or permanent certificate for teaching common branch subjects in the lower and upper elementary grades (PreK-6) may be annotated to indicate special preparation in early childhood education provided that the candidate submits evidence that the teacher:
