226-1.6 Reasonably available control technology.
Where it can be demonstrated that a solvent cleaning process cannot be controlled to comply with sections 226-1.3, 226-1.4 and 226-1.5 of this Subpart for reasons of technological and economic infeasibility, the department may accept a lesser degree of control upon submission of satisfactory evidence that the person engaging in solvent cleaning is applying reasonably available control technology (RACT) and has a plan to develop the technologies necessary to comply with the aforementioned sections. Process specific RACT demonstrations shall be submitted with the application for a title V or State facility permit or as a permit modification for existing sources under the provisions of Part 201 of this Title. Such process specific RACT demonstrations must be submitted to the United States Environmental Protection Agency for approval as a revision to the State Implementation Plan.
