10.3 Additional special fishing regulations for certain inland waters.
(a) Notwithstanding the provisions of section 10.1 of this Part and in accordance with Table A in subdivision (b) of this section, no person, when fishing on the designated waters listed in Table A, shall fish in a manner contrary to that specified nor take or possess on the specially designated waters or shores thereof fish of the species listed for those waters:
(1) other than during the open season specified for such species;
(2) of a size less than that specified for such species; and
(3) in excess of the daily limit specified for such species.

(3) Additional regulations.
(i) Any action to frighten fish and move them from concealment, including herding, driving, kicking and stoning is prohibited.
(ii) Angling is prohibited from January 1st through March 31st except for those stream sections listed in paragraph (4) of this subdivision and Fall Creek in Ithaca, Tompkins County, from the downstream edge of the railroad bridge below Route 13 to Ithaca Falls.
(iii) Angling is also prohibited between sunset and sunrise from April 1st through May 15th and October 1st through December 31st except for those stream sections listed in paragraph (4) of this subdivision. Angling is also prohibited between sunset and sunrise from January 1st through March 31st in Fall Creek in Ithaca, Tompkins County, from the downstream edge of the railroad bridge below Route 13 to Ithaca Falls.
(iv) Use of more than one line with a single hook point is prohibited except for those stream sections listed in paragraph (4) of this subdivision.
(v) Possession of hooks with a gap greater than ½ inch is prohibited except for those stream sections listed in paragraph (4) of this subdivision.
(vi) Possession of landing nets larger than 50 inches around the frame or with handles longer than 20 inches is prohibited except for those sections listed in paragraph (4) of this subdivision.
(4) Stream sections for which additional tributary regulations (ii), (iii), (iv), (v) and (vi) in paragraph (3) of this subdivision do not apply.
(i) West River, Sucker Brook from Canandaigua Lake upstream in Ontario County.
(ii) Cayuga Inlet and flood control channel from Cayuga Lake upstream to posted “NO FISHING” boundary below the Fishway in Tompkins County.
(iii) Yawgers Creek from Cayuga County upstream to abandoned Lehigh Valley R.R. bridge in Cayuga County.
(iv) Guyanoga Creek from Keuka Lake upstream to Route 54A bridge in Yates County.
(v) Owasco Inlet from Owasco Lake upstream 2/3 mile to marked boundary at old railroad bed in Cayuga County.
(vi) Barge Canal from Seneca Lake upstream to northernmost Route 14 bridge in Montour Falls, Schuyler County.
(vii) Fall Creek in Ithaca, Tompkins County, from Cayuga Lake to the downstream edge of the railroad bridge below Route 13 in Ithaca.
(viii) Old Seneca Inlet in the southeast corner of Seneca Lake upstream of State Route 414.
(e) Inland trout stream fishing regulations.
(1) Definition.
For the purposes of this subdivision, the following definition applies:
(i) Inland trout streams shall mean all rivers and streams inhabited by trout except as follows:
(a) Great Lakes tributaries to the first impassible barrier;
(b) Finger Lakes tributaries to the first impassible barrier;
(c) Lake Champlain tributaries to the first impassible barrier;
(d) Tidal stream reaches.
(2) Notwithstanding the provisions of section 10.1 of this Part and in accordance with Table D in paragraph (4) of this subdivision, Table E in paragraph (5) of this subdivision, and Table F in paragraphs (6) and (7) of this subdivision, no person, when fishing Inland trout streams shall take or possess, on these streams or the shores thereof, fish of the species listed:
(i) other than during the open season specified for such species;
(ii) of a size less than that specified for such species;
(iii) in excess of the daily limit specified for such species; and
(iv) in a manner contrary to that specified for such species.
(3) The special regulations set forth in this subdivision shall not apply to:
(i) Nassau County streams;
(ii) Suffolk County streams;
(iii) Croton River from Muscoot Reservoir upstream to confluence with east and west branches Croton River (Westchester County);
(iv) Delaware River downstream of bridge in Lordville (Delaware, Sullivan and Orange counties);
(v) Brant Lake Outlet (Warren County);
(vi) Rock Pond Outlet Stream (Hamilton County);
(vii) Schroon River from Starbuckville Dam upstream to Schroon Lake (Warren County);
(viii) Schroon River from Schroon Lake upstream to Alder Meadow Road (Essex County); and
(ix) Thirteenth Lake Outlet from dam at 13th Lake Road upstream to Thirteenth Lake (Warren County).
(4) Table D - Statewide inland trout stream regulation.
The following regulations will apply to all inland trout streams except those listed in Table F of this subdivision.

(iii) Charley Pond Outlet within William C. Whitney Area: Fishing prohibited July 1st through September 15th.
(f) Waters closed to all fishing.
Notwithstanding the provisions of section 10.1 of this Part, no person shall fish during the periods specified for the following waters or portions thereof:
(1) Little Clear Pond and its tributaries in Franklin County—closed all year;
(2) Indian Lake in Dutchess County—closed from 12 a.m. on April 1st to 6 a.m. on the third Saturday in April;
(3) Conesus Inlet Fish and Wildlife Management Area in Livingston County from Conesus Lake south to the dam, except the canal west of Conesus Inlet and that portion of the Inlet north of the canal; North McMillan Creek in Livingston County—closed from March 1st until the opening of Walleye season in May;
(4) Otselic River from its mouth to Whitney Point Reservoir dam in Broome County—closed March 16th until the opening of Walleye season in May;
(5) Susquehanna River in the Towns of Union and Vestal from the Erie Lackawanna railroad bridge downstream to Murphy's Island, in Broome County—closed March 16th until the opening of Walleye season in May;
(6) Tioughnioga River from the Route 26 bridge to the Route 11 bridge in Broome County—closed March 16th until the opening of Walleye season in May;
(7) All Lake George tributaries below the first barrier impassable to fish in Essex, Warren and Washington Counties—closed from October 1st through March 31st and from 10 p.m. to 5 a.m. from April 1st through May 15th;
(8) Saranac River from Hough Brook at Union Falls Flow upstream to the dam at Franklin Falls Flow in Franklin County—closed March 1st through May 15th;
(9) Canaseraga Creek from Route 31 bridge upstream to New York State Thruway in Madison County—closed from March 16th until the opening of Walleye season in May;
(10) Little Choconut Creek from its mouth to Goudey Station building in Broome County—closed from March 16th until the opening of Walleye season in May;
(11) Cowaselon Creek from its mouth upstream to Route 13 in Madison County—closed from March 16th until the opening of Walleye season in May;
(12) Great Chazy River from Route 9B at Coopersville upstream to the dam at Perry's Mills in Clinton County—closed from March 16th until the opening of Walleye season in May;
(13) Chittenango Creek from mouth upstream to Conrail railroad line in Madison County—closed from March 16th until the opening of Walleye season in May;
(14) Fish Creek from Barge Canal upstream to junction of East and West Branches of Fish Creek in Oneida County—closed from March 16th until the opening of Walleye season in May;
(15) Chittenango Creek from mouth upstream to Conrail railroad line in Onondaga County—closed from March 16th until the opening of Walleye season in May;
(16) Scriba Creek from mouth upstream to Fish Hatchery Dam in Oswego County—closed from March 16th until the opening of Walleye season in May;
(17) Kayaderosseras Creek from Saratoga Lake upstream to first railroad bridge in Saratoga County—closed from March 16th until the opening of Walleye season in May; and
(18) Susquehanna River in Binghamton between Rock Bottom Dam and Exchange Street bridge in Broome County—closed from March 16th until the opening of Walleye season in May.
(19) Little Sandy Creek in Oswego County from the State Route 3 bridge downstream 850 feet to the intersection of the channelized area and upstream 1.0 mile from the bridge to the Public Fishing Rights section - closed from March 16th until the opening of walleye season in May.
(20) Lake Pleasant outlet to mouth of the Kunjamuck River in Hamilton County – closed from March 16th until the opening of walleye season in May.
(21) Buttermilk Creek from mouth to Fox Valley Road bridge – closed to fishing, all year, for all species.
(22) Fish Creek from west side (downstream) side of State Route 58 bridge upstream to highest point of Fish Creek Falls in Pope Mills in St. Lawrence County – closed March 16th until the opening of Walleye season in May.
(23) Indian River at Rossie from west side (downstream) side of County Route 8 bridge upstream to highest point of Rossie Falls in St. Lawrence County – closed March 16th until the opening of Walleye season in May.
(24) Grasse River from the downstream side of the ALCOA Road bridge upstream to the upstream side of the Main Street bridge in the Village of Massena in St. Lawrence County – closed March 16th until the opening of Walleye season in May.
(g) Illegal hooking of walleye.
Notwithstanding the provisions of any other section of this Part, no person shall fail to return to the water any walleye not hooked in the mouth when fishing in Oneida Lake and its tributaries to the first bridge upstream from the lake.
(h) Illegal hooking of trout.
Notwithstanding the provisions of any other section of this Part, no person shall fail to return to the water, trout, lake trout and landlocked salmon not hooked in the mouth when fishing in any waters of the State.
