The purpose of this Subpart is to establish criteria by rule or regulation under which any vehicle, combination of vehicles, or specified cargoes in specified circumstances or specified sites, routing or projects may be considered one piece or item for the purpose of a permit under section 385, subdivision 15, of the Vehicle and Traffic Law.
