In accordance with chapter 385 of the Laws of 1996 and notwithstanding 17 NYCRR Part 156 or any other regulation to the contrary, the department is authorized to publicly offer, solicit and accept bids and proposals and to enter into agreements, contracts or leases for the construction and operation of suitable facilities for gas stations, restaurants and other commercial facilities for the service and convenience of the public at the site of exit 51 of the Long Island Expressway, the service roads of the Long Island Expressway and at other sites as determined by the Commissioner of Transportation.
