It is the policy of the State and this department to conserve and protect State revenues through the efficient and prudent expenditure of State funds received from the sale of bonds and/or notes pursuant to the Accelerated Capacity and Transportation Improvements of the Nineties Bond Act. It is further the policy of the State and this department that, to the extent possible, New York State contractors, subcontractors and suppliers participate and bid on contracts for improvements financed through the use of such revenues.
