35.3 Purpose.
As a recipient of Federal aid highway funds, the New York State Department of Transportation must have a DBE Program meeting Federal requirements found in volume 64, number 21 of the Federal Register, dated February 2, 1999, to be codified as 49 of the Code of Regulations, part 26. The purpose of this Part is to implement said Federal requirements by adopting them with the same force and effect as though herein fully set forth at length.
