175.25 Approval of expenses for the purchase, lease or repair of computer hardware.
(a) Purpose.
The purpose of this section is to set forth the requirements for approval of expenses for the purchase, lease or repair of computer hardware for instructional purposes pursuant to Education Law, section 3602(26).
(b) Allowable expenditures.
The following items of equipment shall be eligible for State aid pursuant to this section only when purchased, leased or repaired for instructional purposes and only if the purchase, lease or repair of such equipment is consistent with the assurances required pursuant to subdivision (d) of this section:
(1) mini-computers;
(2) microcomputers;
(3) peripheral devices, including printers, video display plotters, and desk storage units;
(4) telecommunications hardware, including modems;
(5) special hardware boards;
(6) cables;
(7) audio, video, touch-sensitive and other electronic to human machine interface hardware; and
(8) other such computer hardware as may be required for the operation of a computer- based instructional program.
(c) A school district may use funds for the repair of the items of equipment listed in subdivision (b) of this section up to a maximum of 20 percent of the apportionment payable pursuant to subdivision 26 of section 3602 of the Education Law. Repair as used in this Part shall mean the diagnosis of required repairs and the acquisition and replacement of parts of a nonfunctioning item of computer hardware, as defined in subdivision (b) of this section, so as to render it operational at a cost which is significantly less than total replacement.
(d) Assurances.
Each school district seeking an apportionment pursuant to Education Law, section 3602(26), shall provide assurances that the purchase, lease or repair and the use of instructional computer hardware:
(1) is consistent with the district's planned instructional program;
(2) uses all available funding for technology, including both hardware and software, to achieve the instructional goals of the district and the Regents on a fair and equitable basis;
(3) reflects local, regional and distant point networking and communications compatibility, capability for cost-effective operation, and capability for efficient operation;
(4) reflects compatibility of hardware and software acquired from all sources, especially State funds, and availability of a large pool of instructionally appropriate software;
(5) reflects current technology, with hardware that is easy to learn to use, is multifunction and expandable, and has adequate vendor support for technical assistance and repairs; and
(6) reflects the requirement that, to be aidable, repairs to such equipment must render the hardware operational at a cost which is significantly less than total replacement.
