Each board of education or board of cooperative educational services which seeks a grant shall submit to the commissioner, by April first of the school year preceding the school year for which the grant will be awarded pursuant to this Part, an application setting forth a description of a proposed education and community renewal program; a plan for expansion of an existing program; or a description of a proposed training program to enable an applicant to establish an education and community renewal program; provided that for the 1986-87 school year, such application may be submitted on or before October 30, 1986.
