RULE 9-303. PETITION
(a) Generally. Except as permitted by section (b) of this Rule, a petitioner may seek relief from abuse by filing with the District Court or a circuit court a petition that complies with the requirements of Code, Family Law Article, § 4-504.

(b) Exception. When neither the office of the clerk of the circuit court nor the Office of the District Court Clerk is open for business, the petition may be filed with a commissioner of the District Court.
