§ 1-101. Definitions
In general
(a) In this article the following words have the meanings indicated.
Repealed
(b) Repealed.
Any state
(c) “Any state” means:
(1) Any state, possession, or territory of the United States;
(2) The District of Columbia; and
(3) The Commonwealth of Puerto Rico.
Consolidated Transportation Program
(d) “Consolidated Transportation Program” means the document described in § 2-103.1 of this article.
County
(e) “County” means a county of this State and Baltimore City.
Department
(f) “Department” means the State Department of Transportation and includes the Office of the Secretary and the modal administrations.
Includes or including
(g) “Includes” or “including” means, unless the context clearly requires otherwise, includes or including by way of illustration and not by way of limitation.
Maryland Transportation Plan
(h) “Maryland Transportation Plan” means the document described in § 2-103.1 of this article.
Modal administration
(i) “Modal administration” means any of the following:
(1) The State Aviation Administration;
(2) The Maryland Port Administration;
(3) The Maryland Transit Administration;
(4) The State Highway Administration; or
(5) The Motor Vehicle Administration.
Person
(j) “Person” includes:
(1) An individual, receiver, trustee, guardian, executor, administrator, fiduciary, or representative of any kind and any partnership, firm, association, public or private corporation, or other entity; and
(2) Unless the context requires otherwise, this State, any county, municipal corporation, or other political subdivision of this State, and any of their agencies or units.
Political subdivision
(k) “Political subdivision” includes:
(1) Any county or municipal corporation; and
(2) Unless the context requires otherwise, any special taxing district.
Property
(l) “Property” means any real or personal property or any interest in real or personal property, and includes any franchise or easement.
Secretary
(m) “Secretary” means the State Secretary of Transportation.
State Report on Transportation
(n) “State Report on Transportation” means the report described in § 2-103.1 of this article.
