Construction of section
(a) This section may not be construed to create a private cause of action for any person or local government.
Application of Administrative Procedure Act
(b) A decision to fund a project or not to fund a project as required under this subtitle shall not be subject to Title 10, Subtitle 2 (Administrative Procedure Act - Contested Cases1) of the State Government Article.
Construction of subtitle
(c) This subtitle may not be construed to prevent an agency from providing technical assistance in an area that is not a priority funding area.
