RULE 2. OPPORTUNITY FOR COMMENT
(a) Written Comment. If the proposed changes have been included in a Report from the Court's Standing Committee on Rules of Practice and Procedure that has been published in the Md.Register, written comments may be filed within the time and in the manner specified in the Notice published in the Md.Register. If the proposed changes have not been published in the Md.Register, written comments may be filed within the time and in the manner specified by the Court. Comments not filed in accordance with this section will ordinarily not be considered by the Court.
(b) Oral Comment.
(1) The Court may conduct a public hearing with respect to proposed changes in the Md.Rules. Persons desiring to be heard must notify the Clerk of Court at least two days before the hearing of their desire to be heard and of the amount of time needed to address the Court. The Court may prescribe a shorter period for oral presentation and may pose questions to the person addressing the Court.
(2) If the Court does not conduct a public hearing, persons attending the open meeting may not address the Court unless requested by the Court.
