RCr 6.04 Information
The attorney for the Commonwealth may file an information charging the commission of an offense either upon such attorney's own knowledge, information, and belief, or in his or her discretion upon the basis of a verified complaint submitted to such attorney.

SUPREME COURT COMMENTARY
1962:
RCr 6.04 had no exact counterpart in the Code. Other Code provisions contained language authorizing the issuance of warrants and summons upon “personal knowledge” and “information on oath,” but these uses of the phrases were the bases for other methods of prosecution, not methods themselves as is the information here proposed.
Preliminary hearings are not required in prosecution by information.
Note that the phrase “attorney for the Commonwealth” includes all attorneys prosecuting in behalf of the governmental unit.
