§ 1734. Use of Driving Whip.
(c) The driver must keep a line in each hand, except as may be necessary to adjust authorized equipment, which may include, but is not limited to, pulling ear plugs and dropping blinkers, beginning when the horse is behind the starting gate and continuing through the finish of the race. The lines must remain reasonably taut during the entire race.
